Cryptic has not gone into specifics about how the proposed cross-server play might work. It could, for example, allow characters to interact in non-instanced areas of the world as well as inside of instanced missions. We just don't know, yet (and neither do the developers, I imagine).

Even if it doesn't, this game is, for many players, all about the alts. Character transfers alone wouldn't be enough to allow people to play with friends on other servers with every character they like.

While the idea itself seems pretty clever, and a step forward in game design, I wonder how much people are really clamoring for it. I really cannot see it being taken advantage of all that much truthfully. Most people who want to play with their friends either transfer servers or make new characters.

How satisfying would it truly be to just run through and instance with someone, and not be able to do any of the follow up out of the instance material? I just don't think it would be very practical.

Let me just say, "WOO!"

Sadly, they already had a number of things that other games don't which makes this easier for them to do. I don't expect to see it happen in EQ2 or WoW any time soon which is where I really want it.
